The Director General is responsible to the Board of Directors. Four groups report directly to the DG, in addition to the Global Horticulture Initiative. These are Internal Audit, Financial Services, Deputy Director General for Administration and Services, and Deputy Director General for Research.

The Deputy Director General for Administration and Services is responsible for Host Country Liaison for the Center and in the context of the Global Horticulture Initiative. In addition, the DDG-A&S oversees Headquarters administration and support services, specifically Administrative Services, Food and Dormitory Services and Technical Services.

The Deputy Director General for Research is responsible for the global activities of the Center under the Director General. The DDG-R manages the center's Thematic Research, External Relations, Communications, and Regional Centers.
